Yes OOC is server wide so no one hangs out in EC.

I would recommend doing most trades at a bank where you can immediately deposit the money after the trade. If someone tries to get you do the trade elsewhere not near a banker then yes they are probably trying to rip you off.

The people at the bank are probably just people's trading mules. Most people seem to use a low level mule so they can't get one shot due to damage caps/no weapon procs/no discs. Ganking lowbies for their 10pp at the bank isn't the most efficient money making method on this server where you can hit level 50+ in a few weeks if you are grouping.
