Are these quests not classic? Spent most of the day trying to do them only to find the quest NPCs aren't around.

Kromzek Mercenary brooches - Incomplete
Mercenary Captains - Incomplete
Notorious Mercenaries - Incomplete
Strike Home Toe the Giants - Incomplete
