Cannabis is mostly useless though. It has been known to exacerbate pre-existing mental conditions, as an anti-inflammatory -- it's efficiency is dubious at best, and most of the other conditions it can treat, can certainly be done more effectively with different medication. Cost for treatment is likely the only benefit.
Comparing the legality between age of consent, and cannabis seems pointless. Cannabis, no matter how long you cure it, isn't going to suck your cock. You might be able to peddle it to a 16 year old, to produce the desired effect though.
