If the GMs would have made a public ruling when I first brought this to their attention when IB violated the rule by 8 hours, instead of them ignoring it for 2 months, TMO nor BDA would have been in this situation.

I don't blame TMO or BDA for acting on the unpunished precedent that IB set and the GMs allowed.
