Second, Holocaust frequently raids with 25, and has never raided with more than 31. Lastly zerg is a relative term. Nihilum raided with 20-30 many times and they were called a zerg. Zerg just means more people than can be beaten with the opposing sides mains, alts, untagged legions, app guilds, and many subguilds.
