So what should I be doing to bring the skill up to 15 then? Do I keep letting the web fail? Will I still skill up?

My opinion, since you'll run across a lot of raw materials if you're hunting in the right places, is to just raise your skill that way. Having a high wis or int helps a lot for skillups, too. Leveling tailoring on my wizard with near 200 int was UNBELIEVABLY easier than on my monk with 75ish int.

You have a higher % to skill up on a combine success, but you can't avoid failures every now and then...
