So Phara Dar is supposed to spawn, and we have the people willing to kill it that all want the loot and have fought harder than anyone in MMO history to get them - but now that their neckbeard faggot leader is banned, we're supposed to leave PD up till the group of ex Nihi, and some old pals get together to fuck with us?

This is a server problem - the end. If GM's are too fucking stupid to either make it variance (easiest solution) or actually use their heads to split the mobs up throughout the week with a 5 hour window both encouraging PVP in that zone, and making contesting/cockblocking more time consuming and less cockblocked.

I love the idea in theory, but if you really break it down in your head it's retarded - that being said Az doesn't want to share our loot with a bunch of warm bodies, don't expect a massive zerg of us gearing up fucking homo's like Ricquire or Kergan.
