This seems to also be the case in east commonlands, at least with Guard Tolus. He doesn't seem to care that a lion is ripping you up in front of him. He may even be enjoying it.

Hmm, you sure? Just checked and Guard Tolus in EC definitely does not attack lions. Didn't check any other mobs.
