Its been stated many times on these forums that your main hand is gonna proc 2x as much as your offhand. Whether that is due to your dual wield checks or not I couldn't tell you, just know that that 2:1 is the rough ratio.
As for drawing "aggro" in crushbone at 9, the warrior and ranger and rogue are all gonna have somewhat similar ac/hps/evasion, and none of the 3 are getting complete healed, so it's not a huge concern. And yeah, you're right, the lifetap whip is essentially EQ godmode levels 1-10, enjoy it while it lasts. Polished Granite Tomahawk works well due to the proc being a rune which draws immense aggro. If I were starting a non twink warrior, funding myself solely through drops and /random in groups, I'd buy a PGT asap.
However, like everyone else has identified Obsidian Shards are definitely what you're shooting for until you either save 9k for a yak or win one.
