Early Warrior Weapon Choices

How is Painbringer a level 1 - 16 weapon?
It doesn't proc until 35.

For a very basic weapon, you can quest for a 6/26 dwarven 1h axe.
Get the Brass Earring (2ac) off the Taskmaster in Crushbone. Turn it in to a dwarf slave and turn the note you receive into Haldin in BBM.
On my first try I got the axe, subsuquent tries got me bronze weapons.

Painbringer proc is flagged as level 0.

Ahh, Lucy had it at 35 from the beginning.
But the history data showed that it wasn't added until 2003.

The posters on Allah call it the Trainbringer because apparently it will aggro mobs through walls. Crazy
