Every live PVP server had one dominate guild/group taking 95% of the raid targets for extended periods. I have never argued against simulated repops either, just variance.
On TZ high end mobs weren't even being dropped till PDM formed up and started doing them - so basically one guild was capable of doing the content until in Velious and beyond.

Just saying the comparison is whatever, this is so different from classic.

Same thing on RZ until the sabbat formed...but it always ends up that way. Biggest difference here is the population. No amount of trashing your rep gets you blacklisted because warm bodies are needed en masse to win this shit.
