berg should be fine for a 51 cleric, you can either pull him up top out of the water or back your self into a corner to avoid getting interrupted.

When they dont reset, they chill at the bottom of the lake bed directly above the tower where they should be. You can find them there.

Apparently, that's not true anymore, the 2 guards are MIA.

I've opened a bug report about it here, thought it's more a problem for druids than cleric.
