You're correct, it's water. It's some kind of fountain along the Truckee River in Reno, Nevada. My wife took the picture.

I learned quite some time ago that it's not useful to attempt reasoned conversation on these boards. It's more amusing to throw mud with the other kids, though I generally lose interest in a couple of weeks.
