I know I've read staff saying that looting items off a corpse that doesn't belong to you is ninja looting. And they've enforced it many times in raid situations, I'm rather certain.

It's definitely against the rules and Saraya was punished accordingly. I'd post Derub's petition responses if it were allowed.
