Spells: Fear not working on mobs underwater

-445, 505 in Lake of Ill Omen. Basically whenever a Bloodgill gets pulled away from Veksar and toward the beach at 207, 1142 I start getting a ton of insta-resists. Barracudas path there too and they have the same thing happen, then they chase me onto the shore which is hilarious and I can fear them there.
