That's how they display when the spell is set to a certain class but is beyond era/patch for that class to have the spell. If you want to get really specific... Spells should only read the level YOUR class can use it. IE Superior Healing would read: Level: 53 For a Druid Level: 34 For a Cleric CANNOT USE For a Wizard That is a longstanding bug and I'd imagine difficult to change in coding. If you wish to bug report it though, that belongs in normal bugs not Beta.

Again, if a spell is level restricted to 255 for a specific class, just like Spell: Invisibility to Undead, then it's something to be fixed. In this case to level 39, according to the wiki. There's no coding needed for this, it's a single spell property edit in the spell file.
Now if the spell is supposed to be in-game or not is another story.
