Well it takes roughly... whatever the spawn time of the roaming mobs are, to get a chance to spawn him. It's like what? 7 minutes? So every mob you kill that wanders the northwest side of the zone. Me and my roommate killed every wandering mob that went by there, and sure enough he spawned quite often.

True enough, but the staff is his rare. Killed probably 30+ Kings and have 1 staff to show for it.
