My guess is charm from 12-20 suffers from the decreased stat values. Your 255 cha level 12 enchanter will get squat for it.
I can't say for certain, but I believe the value of charisma scales with the level of the character, just like int. There's no reason it shouldn't. My enchanter had 220 cha or so at 23.. if you choose areas with a lot of room to move, Charm is definitely worth it. The Millers/Surefall Glade guards, for example, are 25 and easily charm burnable by an enchanter twink at 22.

I'd like to add that Splitpaw has all your enchanter needs, if you're heavily geared and like to charm burn.
