Quest Issue: Orc Runner (Felwithe) - broken

I can confirm this quest wasn't working about a week ago. I'd meant to post about it but it had slipped my mind. I didn't bother trying the note after he ate my bag.

Usually issues like this are caused by the NPC not dropping the correct ID# quest item. In this case there may be two different Runner Pouches. I think there is a goblin in Lavastorm who also drops a runner pouch and the ID# of the pouch being accepted in Felwithe could be corresponding to the opposite pouch or vice versa. I can't look at it at this moment as I am in class posting from my phone.
