If you had been playing at the beginning of Kunark when most items were upgrades and players didn't have a lot, there were far more NBG groups. In fact, I was the leader of the first group that had a tranquil staff drop and despite being in a group with 2 RL friends and mainly guildies, we gave it to the PUG monk. Now that most people have multiple 60s and tons of items, and you are in the minority being a completely new character, people are not as generous unfortunately.

My advice is meet some friends and group with them more often; then when something drops that you need it is easier to make a point to get it.
