I agree. But I feel like if someone gets agro and runs the other way, knowing they are going to die, and agro still jumps, at least they made an attempt to keep other people out of the mess. This could be abused, sure, but the trains that look like an accident can generally be defended as an accident, and the GMs get to make the final call based on their opinion of the fraps/person/situation/whatever else they want to consider. When it is so obvious, the GMs final call is extremely easy to make.
