Based on everything i read it seems this quest probably is giving the correct exp, also it says that after handing in a stack, you should be KoS to the guards upon leaving. Is this currently how it is?
my newbie paladin on Red turned KOS to the corrupt guards pretty quickly. it took more than one stack, but not a lot more.
