I wouldn't mind skipping right to fine plate, however I cannot find the blocks of medium quality ore either to make the folded metal sheets...pretty sure I've checked all the merchants and the wiki doesn't have anybody listed for cabilis that sells it either

Not that it will help you as an Iksar, but you can find the ore to make sheets in the smithing shop near the Bard guild in North Freeport. When I was working on my Tier'dal smithing, I made the sheets on a different toon (the trivial is pretty low, 35 or so)) and had a friend transfer them to my Dark Elf. It's tedious, but it will work. I believe it took me between 200-300 combines to get from 115 to 188 and be done with fine plate.
