He's never stopped being on variance. I and a guildie of mine both killed him (for epic) since the last patch, and we had to keep logging a guy there regularly until we caught him up, and in my case had to race another guild that also sacrificed an alt to the lich that day. Seems to be ~ 0 - 48 hour variance after his 7 day spawn timer is up.

I seem to remember it being an exact 7 days on live, so that's probably right. That there's a variance, that is.
