I looked him up before I posted, several folks on this page mention rooting him (which was largely futile due to him being a belly caster)

He's probably just wrong. There was a thread in beta where this was discussed and lots of people said he was rooted with no runspeed. Your link, and posts on archived everlore.com state otherwise.
Unless there is evidence that he should be permarooted, I'll fix him for next patch. | ||
