also poppy is an ap character for sure if your goal is to do damage, but i bought those items for the health+passives .. in addition to ghost and exhaust .. basically a gimmick with poppy.

No. No they do not.

Frozen Mallet goes off of Autos and On-Hit abilities. Rylai's works off pretty much every source of AP damage, abilities, etc.

They stack. Multiplicatively.

This is ridiculous. I've improved my lolking score nearly 200 points over the last week and a half playing predominantly Gangplank and apparently he isn't viable either. Your attitude will hamstring you until you change it.
