Rathe Council was intentionally unbeatable for a bit since they hadn't yet finished Plane of Time, but in typical Sony fashion they claimed Plane of Time was in the game and that the encounter was working as intended.

It wasn't possible even if they wanted to. Ragrax (the zone the rathe council was in) was instanced and limited to a raid of up to 70 people. The guilds that were actually doing this encounter were very capable of having a full raid on their own.

On another note, blue servers did open raids quite often which consisted of many different guilds.
