eye of zomm was moving at like 0 swim speed iirc.

i distinctly remember never using it as a pull method in kedge back in the day on live and had a PC do it instead because of this.

Swimming skill of 1 makes it so that you cant get to far with it underwater. And i dont see why sony wouldnt want you to be able to use it effectively underwater.
