1017 Error that makes no sense!

Sometimes the overclock is not obvious, as in this example:

I went in and did some investigative research on what each option did. I had clicked "performance" but that didn't chance my clock speed. There was a setting that was on Manual instead of DOCP and once I changed it I saw the target clock speed drop to 4000Ghz from 4300Ghz
