Why Can't We Zone

Why the fuck is it so incredibly difficult to zone/load now? What is it that's changed in the last 6 months or so that makes this fail half the time? The server handled this near flawlessly for the longest time, even with a larger population like at the start of Kunark, but something in the last half a year or so has made this problem excruciating.

What the fuck has changed?
