Dispelling other players mobs legal?

I've never had to petition gm's for an issue like this. What I posted is simply what I've observed over the years people claiming to have evidence and nothing happens if theres a public gm response, assuming the player makes a big enough stink about nothing happening, they usually say there wasn't enough evidence.
