This spell is dropped by Elder Holgresh in Holgresh caves in Wakening Lands.

Notice the dates of graffe site.

Have to read through the pages of the link I posted for this though. Not only does it drop off Holgresh, but Skyshrine etc. All in 2001 well before SoL window.
