Because it locks the name as unusable. You don't see that person online anymore and you know there is a good chance you knew a cheater.

Or better yet, delete the character and ban the account. That way even if the account gets unbanned a year+ later, the character/gear/plat is still gone. And, I can easily check to see if the account was banned, "Haven't seen soandso online lately, wonder what's up...Hey, P99 is letting me make a character named soandso, guess I won't be seeing them again."
