Portions of it could be, yes. I haven't worked with it, but if there are underlying mechanics for root, stun, etc.. for pvp, then it would be part of it yes.

This would be a source bug which would also affect pve encounters. If there is a bug report already, please bump it. If not, create one with as many specifics as possible. Ideally with specific steps to reproduce.

as far as tstaff goes, it's easily reproduced by proccing a tstaff on someone who is already procced on
