If character buying/selling/trading is allowed, I think there should be some sort of 10k option to verify a clean past with the GMs.

This information is easily found on the forum:

1) GM's don't approve of account buying/selling/trading.
2) Currently they don't have a way to prevent account buying/selling/trading.
3) There is no use in making a rule they can't enforce.
4) When they do find a way to prevent it, they will make a rule and stop account buying/selling/trading.
5) They will never facilitate a trade because of 1 - 4.
