A single person at the spawn wouldn't be able to claim it. We had specified that it would require a
force. The definition of a force can vary, but for the most part at least two groups.
The point of inserting the rotation was not only because of IB threatening to KS. It was also to combat the ridiculous mis-use of the system that was in place.
