Need expert network assistance

I'm trying to figure out why time after time after I select my character and press "Enter World", it'll sit there and wait and wait until it says, "Screw you, go back to login screen." I've attached a screenshot of my network activity during this time. Whenever I have this pattern, the result is failing back to logon screen. It will usually do this 3-10 times, and then with no change, it will let me in. Usually once I'm in I'm good to go until I log out. When it works, all these upload spikes are gone and it looks more "normal". What could be causing this?

There is nothing else of note running during this time; that screenshot was taken with only that network monitor tool open, and EQ. Two disconnection iterations are shown; on the next attempt, I was able to load my character normally. I changed nothing.
