it isnt that there is some magical % xp that will cause hordes of new people to join. it is part of a bigger issue that this server, unlike all other mmo's in the history of the internet, has a policy of continuously making character development harder for new players.

xp gets worse without any notice or explanation every few months.
prenerf things like guise are removed, dungeons have lots of random see invis added, fungi made more rare, raptors not charmable by druids to xp on, recharging things allowed for a month and taken out, various exploits allowed for months now illegal, TD made unbindable, in all cases making it harder or in some cases impossible for new players to achieve same level of character development as someone that started a few months before them.

That's the entire point of legacy items and what makes them special. If you want to play a game where everyone can get the same gear play wow. I agree on XP tho.
