Casters can do Wisps at 8, but it's hard and you have to high summon your pet (if mage / necro) easier at 10 or 12.

Also can turn in the lightstones in South Ro.

Mage pet can kill them at lvl 8. You just need the whisp to take damage from the fire elemental damage shield (since the pet can't do magical attacks at that level). You won't have to nuke until the whisp starts retreating.
