mouse over items displays nothing?

I recently noticed all the sudden mousing over items in my inventory (or inspecting others, or anywhere else) no longer displays the item name or anything at all. I can right click items i own to open the display box but hovering over items does nothing at all.

I haven't changed my files at all, I d/l files and run the client without patcher.
