Druid lvl 7 spells

ok, i may be doing something competely wrong, or maybe this only happens to me, when trying to scribe both thistlecoat and strength of earth to my book, the bar goes all the way to the end then says "you must be level 9 to scribe this spell" though the item itself plus every site ive looked at says these are level 7 spells, not only that i cant put the spell scroll back into my inventory, it gets stuck on my cursor restricting targeting, and spell casting... again not sure if this is me or the game but having someone look into it would be appreciated [You must be logged in to view images.
