quick question - interplanar portal in surefall glade

anyway, at roughly location 50, -500 in the bear caves in Surefall Glade there is a gem that when i click it it warps me back to the front of the zone and says "you are not yet experienced enough to pass through an inter-planar portal."

....where the heck does this go once you can go to the planes? i have no recollection of this thing from "back in the day." is it even supposed to be there, or is it for a later expansion?
