This is based on live, where I've done the shaman epic a few times.
If you do the prior steps (easy), it takes about 3 or 4 woe/envy turn ins to max out. I don't know why the books were suggested, since that was one of the main things you wanted to skip when factioning. Maybe the courier is common on P99, but it could take days to get it to spawn on live. There's really nothing "epic" at all about the shaman epic, including the quest and the reward. Woe/envy should easily be the fastest route, only taking a few hours to max.
