Quick question about ip exemptions

I got an ip exemption for my brother and me to pay together when he comes into town and its been a few months since he last visited. He's coming back again soon and mentioned that sometimes ips can change and didn't want to risk getting banned. I checked back in my original ip exemption post and didn't see any specific ip mentioned.

Does that mean its specific to accounts rather than ip?
