I think these instances differ due to the fact that the camps are basically right next to each other. On the 7/19 encounter BDA was on west wall and TMO was east of the portal, basically separated by the portal hill. Those are markedly different camps imo as opposed to two guilds sitting on west wall only a few feet from each other. The spirit of the ambrotos rule was to avoid the kiting of mobs indefinitely which trivializes raid content (I guess even more so since they're already pretty easy as is) and usually creates "accidents" when guilds are competing for targets. The specific portion of that rule said that you can pull targets, but only a short distance. In fact when the rule was first implemented we (BDA) would engage draco in the graveyard because we were following the rule to a T. At one point we broke fear, TMO followed us in (as usual, you always let us break, but whatever - another conversation for another day as well) and pulled draco to west wall as we finished clearing the area and took the kill. After that ambrotos clarified that pulling a short distance was acceptable. I'm honestly tired of having these conversations on every single encounter. Increase the peace imo.
