Hey, This appears to have been resolved. I returned recently and noticed that the vendors are back.
Previously there were a few vendors which had what appeared to be a basic list of items to sell and I figured these were out of place. Last time I checked they were replaced by vendors with the spells. Thank you! (Believe me, the vendors were missing. I ran around to each vendor/NPC at least 5 times to absolutely ensure I wasn't missing someone)
