Game Mechanics: Ranger Defensive Skills Will Not Raise Post 50

Just what the title says. My ranger toon who is now 53 has not had a single defensive skill raise all the way through 51 to 53. Defense, dodge, parry, and riposte are all stuck at their pre 50 caps.
