I would guess minimum of 1 year till Velious. They are low on staff and i would think low on caring after all the bullshit this server has thrown at them.
Regarding item worth anything that continues to drop is a poor investment. It will lose value in the long term. Manastones etc are a smart investment hence why i have a bunch. My advice is buy what you want..enjoy your money and liquidate a few months before velious. You will have plenty of warning before it comes out.
