Question about IP Exemptions

I recently got my roommate to play EQ (teaching a new player from scratch how to play a 50+ account is a pain, but back to topic).

We have an IP exemption at our apartment, but will this still apply if we're both traveling on a business trip or when he comes over my hometown house for an EQ lan party?

Wouldn't it be better for his EQ experience to level a character from scratch? I've grouped with some fairly poor "bought" accounts in the past, nobody likes to see the SK who doesn't know how to FD or the wizard who wants to empty his mana pool on a single mob pull.
