VD is mad that TMO didn't allow them a spot on a rotation, yet IB agreed to that rotation.

They could have disagreed right? Made counter proposals? Flat out refused to any rotation?

So while VD has developed their own counterstrategy, them not being in the rotation is just as much IB's choice as it was TMO's.
